The colleges are the only place were you can be lisanced to use magic throughout the empire, but various nobles have the authority to permit a magic user to operate in their lands. These permits.....wouldn't be AS effective at protecting you from witch hunters, but it would allow for smaller schools...

okay, so the deal with elves is they CAN learn more than one lore canonically, but they don't get to learn a second lore until they've mastered the first, and so on. which means practically they aren't likely to have multiple lores as a player character unless you're throwing around a LOT of XP.

i think ungents/salves and smokables are both possible (the empire is definately a place that would have yo do opium for your toothache), as well as elixirs of dubious origins. really i think the only diffference between lotions and ungents is thickness.

I disagree. A term ”warhammer” in the Miracle is a generic term and not the Game Term (definition on page 7) since it’s written with small letters. Warhammer as the 2-Handed weapon is the Game Term. Eh, just get the GM to roll with handling the torture/fire stuff "off-camera" instead of acting it out. i do that all the time to move the game along.

the invocations do not specifiy that it's listed as the weapon in the equipment list but that it's called that weapon, so a travelling hatchet, woodcutter's axe or Orc's choppa would count as an axe for the purposes of ulric's requirement. similerly, rapiers are considered swords, but a main gauche ...

as you said, it's page 164. the last bullet point states "if you wound an opponent without engaging in an Opposed Test, gain +1 Advantage." both mundane and magical projectiles fall under this rule.

he is entirely correct, the talent only addresses the optional rules mentioned regarding range, and none of the modifiers enter play elsewhere in the book (in fact they're not even mentioned regarding unarmed combat, meaning you can bareknuckle your way through a pikeline without those rules!)
