i'm inclined to say "two systems following the same upgrade system share the same restrictions unless they state outright there is a difference I agree with that logic. But I would start with the premise that "the same upgrade system" here is blessings -> Miracles, not Arcane Spells ...

If the core system it was added to was functional they could have made advantage into a useful system, ... This may be a wild proposal. Wouldn't that mean that it may be worth trying the 4e advantage system with 1e or 2e? Did someone try such a thing? as-written advantage is overwhelmingly powerful...

A human with a stat of 45 vs an elf with a stat of 55 is going to win 40 % of the time - the elf will win 60 % of the time. Except I asked habankm about that, and this isn't the problem he's worried about. He's worried about players playing a human being outclassed by another player playing an elf....

nah. the mutant hostel is a secret deal and is hidden away from the city in that book, as i recall.

there's another mutant orphanage in welcome to marienburg, i think. but that's also a secretive thing.
