i'm inclined to say "two systems following the same upgrade system share the same restrictions unless they state outright there is a difference I agree with that logic. But I would start with the premise that "the same upgrade system" here is blessings -> Miracles, not Arcane Spells ...

Question in the post subject. The rules seem a bit unclear on this. Would this ability make touch miracles overpowered? If you look at the Healing example given on p220, under "Success Levels," it appears that blessings with a 'touch' range can be extended. The limitation given on page 22...

A human with a stat of 45 vs an elf with a stat of 55 is going to win 40 % of the time - the elf will win 60 % of the time. Except I asked habankm about that, and this isn't the problem he's worried about. He's worried about players playing a human being outclassed by another player playing an elf....

Having said that, when PC1 has an initiative score of 60 and PC2 has an initiative score of 50, PC1 will win initiative about 60% of the time. Reading it as written, the progression would go like this:
1 SL = 1 point
2 SL = 3 points
3 SL = 4 points
4 SL = 6 points
5 SL = 7 points
6 SL = 9 points
etc...
Every SL gives you a point. The even SLs give you an extra.
