Hi!
I've been running an expanded TEW campaign and the heroes are now closing in on Middenheim for Power Behind the Throne.
Most of the Carnival events are described rather minimalistic (except the Garden party that is expanded in the companion), and I am curious if anyone has any good ideas on fleshing anyone of them out or even just something fun happening in them or something related to the main plot that can be put in?
The heroes are:
-A Sigmarite junior warrior priest, now on the mission to investigate the temple tax (but also interested in following Magnus/Sigmar in testing out the Flame of Ulric).
-A junior spy working for the Reikland Black Chamber, now on the mission to find out why another spy designated to Middenheim has gone quiet.
-A self-taught Taal druid and his white wolf familiar, following up on the rumors of walking rats in the city, his arch enemies.
-A showman talented in Ulgu, rejected from the College of magic in Altdorf, hoping for better luck at Middenheim’s Grand
Guild of Wizards.

Power Behind the Throne - the Carnival
Give the PCs the Carnival's schedule, make them buy it off a news sheet vendor for a shilling or something, maybe with a simple map of the city on the other side.
Where will they be staying in Middenheim? The Templar's Arms, another place? How do they reach Middenheim? If they meet the Jungs, they got a foot into a few Events and Court members already.
Three of your PCs will be hit by the Tax when they enter, note that it's based on their money they have, not the value of their possession.
Set up the Carnival, have the PCs arrive a day or so early, have them see the sour and stern faces of Middenheimers then their radical change during the Carnival; delimited areas at the Great Park or in any open places you see fit for this or that stand or stage.
I would say predict a bit, you know your players and their PCs so you should have some idea where they'll go and just 'puff up' the obvious events they'll go. Then you can develop the events more as your Players go to them and check around, hopefully to mingle with the Graf's Court members. If they meet in a tavern or inn to talk together you can (depending on the quality of the locale). have most of the important NPCs come in.
The city itself:
Every side streets are occupied by street parties, neighbors having meals on long tables and hindering movement, anyone with an instrument has it out and his playing it.
Have random shirtless man or men walking around with body paint yelling their district name in support of their Snotball team drinking in the open (like everyone else).
The Collegium students having dumb college activities (potato sack race, twist around a pole and then try to race down a street, egg pass with a spoon) that also involve drinking.
Schuhplattler troupe at the Festival of Fine Ales, which should also have small stages where numbers are shown.
Puppet shows.
Changed some word lyrics and had those 'played' while the PCs are at whatever concerts or events they are.
Depending on the district and locale, you can have any and every tavern/inn holding any normal or ridiculous competitions: darts, pool, axe/knife throw, chess, card, drinking, eating, holding breath, strength, standing up on one leg, dancing, singing, talking, fighting, etc..
During the Martial Events, have peddlers with hot wursts and barrels of beer to sell in the crowd.
